Civil Division

The Civil Division is located in the City Hall building. The division is managed and supervised by J. Eric Bunderson, City Attorney; supervised by Brandon Hill, Division Head; and includes an additional Attorney; an Operations Manager; an Executive Administrative Assistant; and two part-time Executive Legal Secretaries. The Civil Division also houses the Risk/Litigation Division.

Duties

The Civil Division serves as legal counsel for the city, including the Mayor, City Council, City Manager, city boards and commissions, city departments, and other city staff and organizations, in all areas of municipal law. Bradley Jeppsen, Attorney III, is assigned to serve as legal counsel for the Police Department. The Civil Division drafts and reviews contracts, ordinances, resolutions, and other documents; advises the city regarding civil rights, construction, employment, land use, and real estate law; assists the city departments in reviewing GRAMA (Government Records Access Management Act) requests; litigates lawsuits; and manages outside legal counsel.

The Civil Division also performs collection services related to ambulance fees, the ACE/ Administrative Code Enforcement Program (including animal and code violations, parking tickets, and small claims judgments), and bond forfeiture.

The division also handles civil and criminal appeals in the Utah appellate courts.
