Building Authority
The West Valley City Municipal Building Authority is made up of West Valley City Council members. The purpose of the Authority is: (1) to acquire real property (including existing buildings and fixtures) by purchase, lease or other form of acquisition and to construct, renovate or place thereon buildings, equipment, fixtures or other facilities to be used exclusively by the City for any of its public purposes; (2) to sell, convey, mortgage, pledge, lease, exchange, transfer or otherwise dispose of all or any part of its property and assets to the City on a non-profit basis for the community and civic good; (3) to finance the acquisition, renovation, construction and installation of such land, buildings, equipment, fixtures or other facilities through issuance of notes, bonds or other obligations, payable exclusively from the revenues received by the Authority from the lease, sale or disposition of such land, buildings, equipment, fixtures or other facilities to the City or from any other source lawfully available therefore; and (4) to secure such notes, bonds or other obligations by a mortgage or pledge of all or any of its property, monies and revenues or in such other manner as may be determined by the Governing Board of the Authority.

Housing Authority
The West Valley City Housing Authority is made up of West Valley City Council members. The purpose of the Authority is to remedy unsafe and unsanitary housing conditions and to provide decent, safe and sanitary dwellings to persons of low income.

Redevelopment Agency
The Redevelopment Agency of West Valley City is made up of West Valley City Council members. The purpose of the Agency is to provide residents of West Valley City a redevelopment plan of action that will revitalize and upgrade certain areas with quality development which are conducive to the long-range goals of the City.
Meetings are held following the Council's meetings on the first Tuesday of each month.

Arts Council
The Arts Council is created as an advisory body to the City to promote the arts for the betterment of the City and its residents and enhance the quality of life in the City. The Arts Council shall participate in the West Valley City Cultural Arts Board to facilitate this purpose as directed by the City Manager or designee.
Board of Adjustments
The Board shall have the duty and power to decide: (1) Appeals - Hear and decide appeals from any order, requirement, determination or decision of the Planning Commission and/or Zoning Administrator's application of the zoning ordinance. The Board shall hear and decide appeals from Planning Commission decisions regarding conditional use permits. The Board may not hear or decide upon an appeal of any zoning ordinance amendment. An appeal may not be used to waive or modify the terms or requirements of the zoning ordinance. (2) Special Exceptions - Hear and decide special exceptions to the terms of the zoning ordinance where the City Council has granted jurisdiction to the Board to do so. The Board may hear and decide special exceptions if authorized to do so by the zoning ordinance and based only upon the standards contained in the zoning ordinance. (3) Variances - Hear and decide all applications for variance from the terms of the City Zoning Ordinance other than allowing a use in a zone which is not listed as a permitted or conditional use. Such decisions shall be made in accordance with State law, Section 7-18-107 of this Chapter and the rules adopted by the Board. (4) Nonconforming Use - Hear and make determinations regarding the existence, expansion, or modification of nonconforming uses.
Civil Service Commission
The Commission is a citizen panel that oversees the hiring, promotion and discipline in the Police and Fire departments. In order to ensure that these departments meet the high standards that are expected of them, cities of the first and second class are required by state law to organize Civil Service Systems and Civil Service Commissions to govern them. It is the purpose of the Civil Service System to provide the rules and regulations necessary to examine, hire, promote, and discipline members of these departments in a fair and orderly way that promoted good service and is insulated from irrelevant influences. It is the purpose of the Commission to promulgate these Rules, to oversee their administration and to provide a final hearing board for the interpretation of these Rules and the appeal of certain disciplinary actions.
Clean & Beautiful Committee
The purpose of the Clean and Beautiful Committee shall be to promote public interest in the general improvement of the environment of West Valley City; to initiate, plan, direct, and coordinate programs for the reduction of litter and removal and elimination of trash; and for the general beautification and improvement of the physical quality of life in West Valley City. Cultural Arts Board
The Cultural Arts Board (CAB) is created as an advisory board to the City to promote the Utah Cultural Celebration Center, culture, the arts, history and sister city relationships for the betterment of the City and its residents and to enhance the quality of life in the City through cooperative planning, budgeting and program recommendations. Specifically, CAB shall conduct its duties to promote, perpetuate and preserve the presentation of art and cultural arts programs within West Valley City; shall act as the representative arm of its member organizations and shall make recommendations to the City Manager on behalf of its member organizations.
Historical Society
The Historical Society is created as an advisory body to the City Manager and City Council to further the preservation of the City’s history. The Historical Society shall participate in the West Valley City Cultural Arts Board as directed by the City Manager or designee to further this purpose.
License Hearing Board
The License Hearing Board shall have authority to hear evidence in business license matters referred to the Board and, after such hearing, shall submit its recommendations in writing to the Office of the City Manager.
Planning Commission
The Planning Commission shall: (1) Prepare and recommend a general plan and amendments to the general plan to the City Council as provided in this Title. (2) Recommend zoning ordinances and maps, and amendments to zoning ordinances and maps, to the City Council as provided in this Title. (3) Administer provisions of the zoning ordinance, where specifically provided for in the zoning ordinance adopted by the City Council. (4) Recommend subdivision regulations and amendments to those regulations to the City Council as provided in this Title. (5) Recommend approval or denial of subdivision applications as provided in this Title. (6) Advise the City Council on matters as directed by the City Council. (7) Hear or decide any matters that the City Council designates, including the approval or denial of conditional use permits.
Professional Standards Review Board
The Review Board shall be comprised of an Assistant Chief, appointed by the Chief, the City Attorney and at least two citizens, appointed by the City Manager with the approval of the City Council. The citizen(s) will have a term of two years and may be reappointed. One of the appointed citizens will serve as the board chairperson elected by the review board.
The duties of the Review Board will be to:
1) Review the investigation and recommend one of the following dispositions:
- Unfounded - complaint not based on facts or alleged incident never occurred or was not committed by an employee of the Department.
- Exonerated - incident occurred but was justified and proper under the circumstances.
- Not sustained - insufficient evidence to prove or disprove the allegations.
- Sustained - evidence supports the allegations.
- Information only - complaint was so vague, frivolous, general, or minor that no conclusion was reached.
2) Recommend a disposition, including disciplinary action, if appropriate, to the Chief.
3) May attend and participate in the pre-disciplinary hearing.
4) The Police Chief may consult with the board before the final disposition is determined.
Sister City Committee
The Sister City Committee is created as an advisory body to the City to establish and maintain Sister City relationships that provide economic, cultural and educational benefits to West Valley City. The Committee shall serve as the liaison between the City and the Sister City. The Committee shall seek and evaluate the potential of any new Sister City relationships and when appropriate provide evidence of the benefit of such a relationship to the City Manager so that appropriate steps may be taken by the City Manager and City Council to make any proposed relationship official. The Sister City Committee shall participate in the West Valley City Cultural Arts Board at the direction of the City Manager or designee to accomplish this purpose.
Storm Water Advisory Board
Duties of the Storm Water Advisory Board shall include the following: (1) Promote public interest in storm water; (2) Review and make recommendations for educational programs; (3) Review and make recommendations on the City's storm water management plan; (4) Review and make recommendations for changes to the storm water ordinance; (5) Review and make recommendations regarding major storm water development projects; (6) Review and approve the annual storm water report.
Utah Cultural Celebration Center Advisory Board
The Utah Cultural Celebration Center (UCCC) Advisory Board is created as an advisory body to the City to suggest the establishment and maintenance of programs at the UCCC to provide economic, cultural and educational benefits to West Valley City. The UCCC Advisory Board shall participate in the West Valley City Cultural Arts Board at the direction of the City Manager or designee to accomplish this purpose.
